The ILRF, through its "Rule of Law" program, is working with partners around the world to strengthen the enforcement of existing legislation that protects workers' rights. To this end, the organization is building the capacity of workers and workers' advocates to use labor laws. It is also working with governments to strengthen the capacity of courts and other public institutions to deliver balanced and informed decisions on workers' claims.

While developing and promoting strong labor standards and new legal mechanisms to enforce workers' rights is vital, those standards and mechanisms must be enforced in order for workers to fully realize their benefits, which can include increased workplace safety, job stability, reasonable hours and wages, the ability to bargain collectively, and compensation for work-related injuries. Without enforcement, labor laws, however good on paper, will remain an unfulfilled gesture and a continual source of frustration.

Better enforcement of labor laws benefits a variety of additional stakeholders, as well. Governments benefit through long-term, sustainable economic development, reduced inequality, and reduced labor conflict. Businesses are rewarded with a level playing field for their investments, stronger domestic markets for their future expansion, and incentives for efficient and responsible management.
