Petition submitted by the Washington Office on Latin America (WOLA) and the U.S. Labor Education in the Americas Project (USLEAP) before the United States Trade Representative (USTR) on December 13, 2004, to remove Guatemala from the list of beneficiary developing countries under the Generalized System of Preferences (GSP) and from the list of beneficiary countries under the Caribbean Basic Economic Recovery Act (CBI). The petition cites judicial impunity regarding murders of Guatemalan trade unionists, the systemic failure of the government to adequately enforce the existing labor laws, inadequate remedies available to workers unlawfully dismissed, and the need for further reforms to the Labor Code in order to bring it into compliance with international standards.
