TAIPEI - Global Labor Justice-International Labor Rights Forum, the Indonesian Seafarer’s Gathering Forum (FOSPI), Taiwan Association for Human Rights, Stella Maris Kaohsiung and Humanity Research Consultancy issued the following response to the Taiwanese Fisheries Agency’s comments Monday on its Wi-Fi policy. 

“On Friday, we met with the Taiwan Fisheries Agency to respectfully ask that they prioritize Wi-Fi to ensure fishers at sea can communicate and protect their rights. We recommended that they make Wi-Fi access for fishers a requirement for all distant water fishing vessels. We emphasized the importance of Wi-Fi access for fishers to protect their labor rights and freedom of association.

"We are encouraged that the Agency said they will subsidize the expansion of Wi-Fi on vessels over the next four years and will publish a list of facilities, including Wi-Fi, on all vessels so that fishers have that information when they choose where to work.

"Recognizing existing efforts, the fishing industry should provide Wi-Fi on all vessels. The financial burden should be shared across the government and global fishing supply chain, including vessel operators, brands and retailers.  The benefits to workers will be immeasurable. They will be able to communicate with family, relieve mental stress due to long periods of isolation on the high seas, access information and news updates, connect with their union and report problems. Wi-Fi access is necessary for fishers to have true labor rights in the industry.   

"The Fisheries Agency is taking steps forward with its National Action Plan to expand Wi-Fi access to fishers. We urge the Agency to continue the dialogue with the industry and fishers to bring Wi-Fi communication access to all fishers and deliver on its promises to bring national law in line with international conventions. This will help Taiwan realize Taiwan’s commitment to enshrine the ILO C188 Work in Fishing Convention, Article 71, into national law.

"We hope the government can show their authority on this initiative by putting this into policy because the lives and future hopes of fishers are on the shoulders of the Fisheries Agency."

國際代表團訪台灣，呼籲所有漁船安裝Wi-Fi，確保漁工權利 

台北—全球勞工正義—國際勞工權利論壇  (GLJ-ILRF)、東港印尼海員同鄉聯誼會 (FOSPI) 、台灣人權促進會、高雄海星海員中心以及憫研顧問針對台灣漁業署週一對於其Wi-Fi政策評論發布以下回應。

「我們週五與台灣漁業署會面，恭敬地請他們優先實施Wi-Fi，確保海上漁工能夠溝通並保護其權利。我們建議漁業署將漁工使用Wi-Fi納入所有遠洋漁船應遵守的規範，並強調使用Wi-Fi對漁工保護其勞權和結社自由極為重要。

「我們備受鼓舞，因為漁業署表示他們將在未來四年提供補助，增加提供Wi-Fi的船隻數量，並將公布所有船隻的設施清單，包括是否有Wi-Fi等，提供漁工資訊，選擇要在哪裡工作。

「我們肯定既有的努力，漁業界應於所有船隻提供Wi-Fi。費用負擔應由政府和全球漁業供應鏈共同分擔，包括船東、品牌商和零售商。可以在船上對外聯繫，對工人帶來的好處非常多，效益難以估量。漁工將能與家人溝通、紓緩因長期在海上與世隔絕而造成的心理壓力、獲得資訊和新聞、與工會聯繫並回報問題。使用Wi-Fi是漁工在產業能真正享有勞權所必需。

「漁業署正逐步推動其國家行動計畫，擴大漁工對Wi-Fi的使用。我們敦促漁業署持續與產業和漁工對話，讓所有漁工都能使用Wi-Fi通訊，並實現將國內法與國際公約接軌的承諾。這將有助於台灣實現將ILO C188漁業工作公約納入國內法的承諾，特別是第71條。

「我們希望政府能將此納入政策，展現他們對這一計畫的決心，因為漁工的生命和未來希望都在漁業署的肩上。

GLJ-ILRF、FOSPI 、台權會、高雄海星海員中心和憫研顧問製作了盟友宣誓書，呼籲台灣政府確保所有漁工皆能使用 Wi-Fi。」

Delegasi di Taiwan Mendorong Penyediaan Wi-Fi di Seluruh Kapal untuk Mewujudkan Hak ABK Perikanan

Taipei - Global Labor Justice-International Labor Rights Forum, Forum Silaturahmi Pelaut Indonesia (FOSPI), Taiwan Association for Human Rights (TAHR), Stella Maris Kaohsiung dan Humanity Research Consultancy memberikan tanggapan berikut terhadap komentar yang diungkapkan oleh Dinas Perikanan Taiwan pada Senin terkait kebijakan penyediaan Wi-Fi.

“Pada Jumat, kami bertemu dengan Dinas Perikanan Taiwan dan mendorong mereka untuk memprioritaskan penyediaan Wi-Fi agar para ABK migran di laut dapat berkomunikasi dan melindungi hak-hak mereka. Kami merekomendasikan agar Dinas Perikanan mewajibkan penyediaan akses Wi-Fi untuk ABK di seluruh kapal perikanan yang beroperasi di laut lepas. Kami menjelaskan pentingnya akses Wi-Fi untuk memastikan para nelayan dapat melindungi hak-hak ketenagakerjaan dan kebebasan berserikat mereka.

“Kami mengapresiasi komitmen yang diutarakan oleh Dinas Perikanan, yakni bahwa mereka akan mensubsidi pengadaan Wi-Fi pada kapal-kapal perikanan selama empat tahun ke depan dan akan mempublikasikan daftar fasilitas, termasuk Wi-Fi, pada seluruh kapal agar para ABK mendapatkan informasi tersebut ketika mereka memilih tempat kerja.

“Kami mengapresiasi berbagai usaha yang telah dilakukan oleh Dinas, dan industri perikanan harus menyediakan Wi-Fi di seluruh kapal. Beban finansial yang timbul dari pengadaan Wi-Fi harus ditanggung secara bersama-sama oleh pemerintah dan aktor-aktor dalam rantai pasokan perikanan global, termasuk operator kapal, perusahaan, dan pengecer. Manfaat dari akses Wi-Fi untuk nelayan sangatlah besar. Mereka akan dapat berkomunikasi dengan keluarga, meringankan beban mental akibat terisolir dalam waktu lama di laut lepas, mengakses informasi dan berita, terhubung dengan serikat pekerja mereka, dan melaporkan masalah atau keluhan. Akses Wi-Fi adalah aspek kunci dalam mewujudkan hak-hak ketenagakerjaan di industri ini.

“Melalui Rencana Aksi Nasional, Dinas Perikanan telah mengambil beberapa langkah maju dalam memperluas akses Wi-Fi untuk para ABK. Kami mendorong Dinas untuk terus berdialog dengan industri dan ABK untuk memastikan bahwa seluruh ABK dapat mengakses Wi-Fi untuk berkomunikasi, dan memenuhi janji untuk menyelaraskan undang-undang nasional dengan konvensi-konvensi internasional. Upaya tersebut akan membantu Taiwan mewujudkan komitmen terhadap implementasi Konvensi ILO No. 188 tentang Pekerjaan dalam Penangkapan Ikan, utamanya pasal 71, dalam undang-undang nasional.

“Kami berharap pemerintah dapat menunjukkan kewenangan mereka dengan memasukkan agenda ini dalam kebijakan, karena hidup dan harapan para ABK migran terletak di pundak Dinas Perikanan.

“GLJ-ILRF, FOSPI, TAHR, Stella Maris Kaohsiung, dan HRC telah membuat sebuah ikrar aliansi yang mendorong Pemerintah Taiwan untuk memastikan seluruh nelayan memiliki akses Wi-Fi.”
